On 20 September 2026 we gave the same English text — the official description of the Information Network Security Administration (INSA), including its founding regulation — to five AI systems and to BinaSmart, and asked each for Amharic. Style is a matter of taste; facts are not. Four of the five changed a fact. Gemini — invented a law number that does not exist
It converted the year 2007 to the Ethiopian calendar and then rewrote the regulation number to match: “በ1999 ዓ.ም … ደንብ ቁጥር 130/1999”. The regulation is 130/2007. A citation that does not exist cannot be checked, and in a legal or government document that single line is fatal.
Claude (app) — fluent Amharic, wrong calendar
Clean, natural text, but it decided the year was Ethiopian without being told: “በ2007 ዓ.ም”. If the source means 2007 in the Gregorian calendar, that is an eight-year error carried silently into the document.
Microsoft Copilot — repeated itself
“የመረጃ አውታረ መረብ አወታረ መረብ” — network network. And “የቁጥጥር እና የቁጥጥር ስራዎች” — regulation and regulation, where the original said regulatory and monitoring. It also transliterated the institution’s name instead of translating it.
Mistral — unusable Amharic
The institution’s name came out as “የምረት ኮምፒውትር እንደሚንሰርት አድርገው ማስተካከል”, which is not INSA’s name and is not a sentence in Amharic.
ChatGPT — the only other one to mark the calendar correctly
It wrote “እ.ኤ.አ. በ2007”, which is right. But it added ሳይበር (cyber) to “attacks” — a word the source did not contain. Small, and still an addition to an official text.
BinaSmart — changed nothing, and said what it was unsure about
We kept 130/2007 exactly as the source wrote it, and instead of guessing the calendar we flagged it: the year must be confirmed before publication. We used the Amharic terms officials use — ሚስጥር, not a transliteration of “cryptographic” — broke the የ-chains that make machine Amharic unreadable, and used the ፤ verb rhythm of Ethiopian institutional writing.ቢናስማርት የሕጉን ቁጥር አልቀየረም፤ ያልተረጋገጠውንም ዓመት “ማረጋገጥ ያስፈልጋል” ብሎ ገልጿል።
Tested 20 September 2026 on each system’s public interface, one prompt, first answer, no retries. Model outputs change over time — we publish the prompt so anyone can repeat the test and judge for themselves. We name the systems to report what happened, not to disparage them; each is excellent at work it was built for.
