Roles & Responsibilities

Develop and implement a procurement strategy aligned with the factory project plan.
Prepare procurement plans, schedules, budgets, and supplier lists.
Set procurement priorities based on project milestones and critical requirements.
Identify procurement risks and prepare mitigation plans.
Establish clear procurement procedures, approvals, and controls.
Coordinate procurement of civil, structural, mechanical, electrical, instrumentation, and utility materials.
Source and manage contractors for construction, installation, fabrication, erection, and commissioning.
Clearly define and control supplier and contractor scopes.
Review quotations, BOQs, specifications, drawings, and commercial proposals with the Engineering team.
Identify, evaluate, and qualify reliable local and international suppliers.
Assess suppliers based on technical capability, financial strength, capacity, quality, delivery performance, and references.
Maintain an approved supplier/vendor database.
Build and manage strong supplier relationships.
Conduct supplier visits and inspections when required.
Monitor supplier performance and resolve quality, delivery, and commercial issues.
Prepare and manage RFQs, RFPs, tenders, and competitive bidding processes.
Obtain and compare competitive quotations.
Lead negotiations on price, payment terms, delivery, warranties, penalties, guarantees, installation, commissioning, and after-sales support.
Prepare bid comparison reports and procurement recommendations for management approval.
Negotiate favorable Incoterms, logistics, taxes, duties, insurance, and other commercial terms.
Focus on the best overall value, not just the lowest price.
Coordinate with freight forwarders, customs agents, banks, and logistics providers.
Manage shipping and import documentation and customs clearance.
Track critical shipments and resolve logistics delays.
Control total landed costs, including freight, insurance, duties, taxes, and clearance charges.
Prepare, review, and negotiate purchase orders, supply agreements, service contracts, and equipment contracts.
Ensure contracts clearly define scope, specifications, milestones, payments, delivery dates, warranties, penalties, and acceptance requirements.
Monitor contract compliance and manage variations, claims, and disputes.
Maintain complete procurement records and documentation.
Ensure supplier payments are linked to agreed milestones and verified deliverables.
Maintain a procurement schedule linked to the overall project schedule.
Closely monitor long-lead items and critical procurement packages.
Track procurement budget, committed costs, actual costs, and forecasts.
Identify cost-saving
Report procurement progress, risks, delays, and cost issues to senior management.
Ensure procurement does not delay construction, installation, commissioning, or production start-up.
