Project Manager

Job Summary

Mercy Corps is seeking a Project Manager to serve as the day-to-day operational lead for the "Jobtech for Refugees and Youth" program in Ethiopia. The role involves driving economic inclusion for refugees and displaced youth by facilitating their recruitment and enrollment onto technology-enabled work platforms, building partnerships with refugee-led organizations and private sector tech companies, and managing administrative, procurement, and donor compliance processes.

Key Responsibilities

• Provide overall operational leadership for the delivery of the program in Ethiopia, translating regional strategies into actionable local targets.
• Identify, vet, and develop strategic partnerships with refugee-led organizations, CBOs, and digital work platforms to onboard refugee and displaced talent.
• Serve as the primary liaison with government and refugee-authority stakeholders (e.g., RRS and local authorities) in coordination with the Mercy Corps Ethiopia country office.
• Manage procurement, contracting, and administrative workflows in compliance with organizational and donor standards.
• Track activity progress, review budget-versus-actuals, and manage timelines and workplans.
• Plan and facilitate Community of Practice (CoP) engagements, webinars, and knowledge exchanges to foster stakeholder collaboration.
• Conduct field visits to verify data accuracy, gather qualitative insights, and support monitoring, evaluation, and donor reporting.
• Integrate safeguarding practices and promote the Mercy Corps Code of Conduct across all program operations.

Qualifications

• Education: Bachelor’s degree in Development Studies, Economics, Business Administration, Social Sciences, or a related field.
• Experience: Minimum of 5 years of professional experience in project management, livelihoods, employment creation, or related fields, including team management and donor compliance. Experience working with refugees or in start-up/technology environments is strongly preferred.
