The M&E/Accountability Officer is responsible for implementing and strengthening Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to guarantee quality programming and evidence-based decision-making. The role oversees data management, baseline and end-line surveys, field monitoring visits, reporting, and the effective execution of accountability frameworks, including Feedback and Response Mechanisms (FRM).
Key Responsibilities1. Data Management & Quality Assurance
Oversee data entry, cleaning, validation, and database maintenance in Microsoft Excel and specialized data tools.
Ensure data accuracy and quality through routine verification processes, supporting program managers during field collections and registrations.
Maintain organized, accurate program records, beneficiary files, and tracking systems.
2. Monitoring, Evaluation & Assessments
Lead and coordinate baseline and end-line surveys, needs assessments, and post-distribution monitoring (PDM).
Conduct regular field monitoring visits to verify project progress, evaluate achievements, and ensure compliance with project standards.
Produce timely quantitative and qualitative reports, impact stories, case studies, and donor reports.
Develop district profiles, indicator tracking tables, and standard reporting frameworks.
3. Accountability & Learning
Implement accountability frameworks, including Feedback and Response Mechanisms (FRM), community engagement, and transparent information-sharing.
Train project staff on MEAL tools, data collection methodologies, and accountability standards.
Document best practices, challenges, and lessons learned to foster organizational learning and continuous program improvement.
Educational Background: Bachelor's Degree in Statistics, Economics, Development Studies, Project Management, or a related field.
Work Experience: 3 to 4 years of relevant professional experience.
Preferred Background: Prior data entry and MEAL experience within an International Non-Governmental Organization (INGO).
Technical Knowledge: Strong command of M&E frameworks, accountability systems, learning approaches, and data analysis platforms.
Software Skills: Excellent computer literacy, specifically advanced proficiency in Microsoft Word, Excel, and various data tools.
Core Competencies: Ability to coordinate multiple tasks, work under pressure, maintain strict confidentiality, and demonstrate high organizational efficiency.
Language Proficiency: Full professional proficiency in English and Amharic; knowledge of relevant regional or local languages is required.
