Job Summary

The Finance and HR Officer is responsible for managing the organization's financial operations and human resource functions to ensure efficient business operations and compliance with organizational policies. The role oversees budgeting, financial reporting, payroll, accounting, recruitment, employee onboarding, HR administration, performance management, and people-related data systems while providing strategic financial and HR support to senior leadership. The position works closely with internal stakeholders and regional corporate service teams to ensure effective financial management and workforce administration across multiple operational locations.

Key Responsibilities

Finance Management

  • Lead financial transition activities and manage legacy financial commitments.
  • Prepare, monitor, and forecast budgets to ensure effective financial control and value for money.
  • Manage financial accounts and maintain effective relationships with customers, budget holders, and stakeholders.
  • Monitor banking activities and funding requirements throughout the financial year.
  • Ensure compliance with financial policies, procedures, and reporting requirements.
  • Implement end-of-month financial procedures and maintain accurate financial records.
  • Prepare timely monthly financial and management reports to support decision-making.
  • Maintain organizational assets and conduct periodic asset verification.
  • Identify, report, and escalate financial risks, issues, and fraud where necessary.
  • Coordinate with Corporate Services teams to ensure consistent financial operations.

Human Resource Management

  • Create, maintain, and update HR databases, employee records, and organizational charts.
  • Generate HR reports, dashboards, metrics, and workforce analytics.
  • Conduct employee data analysis to support workforce planning and decision-making.
  • Support recruitment activities, including coordinating assessments and selection processes.
  • Coordinate employment contracts, onboarding, and induction activities for new employees.
  • Maintain and regularly update employee induction materials.
  • Respond to employee HR inquiries and ensure timely resolution of HR-related issues.
  • Manage HR-related service contracts.
  • Administer employee payroll, benefits, medical schemes, and reward programs.
  • Support employee contract changes, promotions, extensions, and other HR processes.
  • Maintain HR compliance with organizational policies and procedures.

Corporate & Dual Function Responsibilities

  • Provide strategic financial and HR advice to senior leadership.
  • Compile and maintain the corporate risk register and support annual assurance processes.
  • Provide operational support to the Corporate Team during staff absences and peak workloads.
  • Develop expertise in Sudan's finance and human resource operating environment.
  • Ensure alignment between financial planning and workforce management strategies.
  • Collaborate with regional finance, HR, and corporate service teams across multiple locations.

Educational Qualification

  • University Degree or equivalent in Finance, Human Resource Management, Business Management, or another related field.

Experience

  • Minimum of 3 years of managerial experience in Finance, Human Resource Management, or Business Administration within an international organization, embassy, or private sector.
  • Experience working in both Finance and Human Resource/Corporate functions is highly desirable.

Required Skills & Competencies

  • Excellent English communication and presentation skills.
  • Strong leadership, organizational, and people management skills.
  • Excellent knowledge of finance management, budgeting, payroll, and financial reporting.
  • Strong understanding of human resource management principles and people practices.
  • Experience with financial management systems and HR information systems.
  • Strong analytical, problem-solving, and decision-making skills.
  • Ability to work effectively in a fast-paced, challenging, and rapidly changing environment.
  • High level of professionalism, integrity, and confidentiality.
  • Excellent stakeholder management and relationship-building skills.
  • Ability to learn quickly and develop expertise across both Finance and Human Resources disciplines.

Desirable Qualifications & Skills

  • Experience working in both Finance and Human Resources roles.
  • Knowledge of finance and HR information technology systems and tools.
  • Arabic language skills (written and spoken).
  • Knowledge of Sudan and Sudanese banking and HR regulations.
